How is this different than a traditional SEO campaign?

Typically, an SEO campaign will be implemented to impact the rankings of one website. SEO is about optimizing one website in order to push it to the top of the search engine results for multiple search queries. To be clear, if Google displays 10 organic listings on a page, an SEO campaign will only affect one of the 10 listings. The other 9 listings will not be affected by the SEO campaign.

How do we measure success?

The search engine rankings can start getting impacted in as little as a few weeks. Most of search engine listings though will not start moving around for at least 3-6 months. Negative listings high in the search engines require long-term efforts to move them down in Google and Bing search listings.
